even if $40 is not expansive for a game with today’s prices but still it’s an old PS2 game and anything above $20 max is ridicules

It would be, if this wasn't one of the five best games of the last generation (with Shadow of the Colossus being the best). It is worth however much money you end up paying for it.

Of course, buyer beware: ICO will not suit everyone's tastes, either. It is a very particular game.
