It's not about how many sales it's going to get. It's about what game it is. If it falls in line with GoW3, FF, MGS4, etc it's a very BIG game. It has nothing to do with sales. More about what 'good' game could PS3 owners be getting.
It could very well be a FF7 remake. All of the graphical design is essentially completed. The storyline is obviously completed for a FFVII remake. It's really a matter of using what's already there or will be soon and fitting it to FFVII.
