Well, it's to help prevent small, extremist parties, who wouldn't really be able to get much exteranal funding, from running. If you got your deposit back, anyone could just take out a loan and pay it back, no matter what their views.

I don't see a problem with that. Why shouldn't everyone get their say?
Personally I like the US way of doing things better. You just need to get a number of signatures saying they'd like you to run.
Not people that would vote for you per say. Just people who are interested in what you have to say.

Whereas I prefer it the way we do it. It's easy enough to get a bunch of racists to sign a piece of paper saying that they'll vote for the BNP, a smaller proportion of those racists would like to put their cash towards it.

That system is dispropotionatly disenfranchising towards the poor however.
