I happen to disagree with you. It's extremely dangerous and if the chance of wearing a helmet is going to save someones life, uhm I definitely would say it's a good idea. There's far more ridiculous laws out there than this.
Perhaps give adults the option but definitely make it mandatory for children to wear helmets. I wouldn't leave that decision up to the parents.
