Sure, genius.. Add an additional case for the external PSU, an additional pcb for it and an additional cable/connector. This will surely decrease the costs... Note the words: "additional" that might give your brain a clue. Why do you think the new, cheaper PS2 has an integrated PSU?

 

Having fewer parts doesn't necessarily make it cheaper.  If say Sony were to use the same power supply as what the Xbox 360 uses, Sony might get a lower price because the maker of the power supply would just make more of the same and everyone enjoys reduced cost due to economy of scale and outsourcing.
