It depends on the nature of the game, though. Most PS1 RPGs that were multi-disc were that way because of FMV and the likes, and most of the data was duplicated, like towns, graphics, music, etc. Basically all the important stuff was on all the discs so you could go back and forth to the first town and whatnot (in non-linear RPGs).
