I'm not sure about which goverments constitute a non-hereditary government, but I'm against a lifetime goverment, so if said monarch serving time is not by terms but till his death, I'm against it. If it has a set term of years, then in the end it's not much different to a president (as long, of course, it has been chosen either by the people or by representatives chosen by the people, like a parliament)
