There's a variety of reasons one can be attracted to children, but not all of them make you a sick fuck. If you get off on raping young children, you're a sick fuck. But some pedos are good people that can't help it. It's a mental issue for some, it's not always a choice.
But the blame rests mainly on the 11 year old girl, she should not have engaged in that sort of conversation anyway.

A Kentucky man is accused of persuading an 11-year-old Humble girl to send him nude photos of herself while the pair played video games online.
During interviews with investigators, the girl said that the man “kept pressuring her for more pictures and wanted to set up a meeting with her in order to engage in sexual activity,” the court record states.
The girl told the man that she was only 11, according to records.
Authorities said they also discovered that O’Shea had distributed the girl’s photos to other people.
Sorry, no, the blame definitely rests on the sick pervert. I don't even know why you're disagreeing with me because he acted upon his attraction to children. A 35-year-old man should know better than an 11-year-old girl. The parents are also to blame for not teaching/looking over her better. I hope he gets a nice, long sentence and special treatment in jail. There's people that can't help hurting others--that doesn't mean we should let them roam around doing as they please.

1. Society - Society is fucked up
2. The parents - Should have made sure she wasn't going to do something like this
3. The child - Should have not responded to explicit conversation in any way
4. The pedo - for being a disturbed man

Society is to blame for breeding pedos, but it's also to blame for breeding stupid parents who won't raise their kids right. The child is a product of said society as well, as well as a product of said parents, who didn't teach her how to not show her nudies to wackos. So I'll just rearrange the numbers like so:
1. Society.
2. The pedo's parents.
3. The pedo (not just for being a pedo, but for seeking out a dumb girl online to get his kicks).
