The main game is almost surely shorter. However, counting all of the optional stuff it's definitely much longer.

Also, very little strategy is needed for any of VII's main game. Most of XII's main game might not require much input, but there are various bosses that certainly require changes in strategy. XII only has three less summons than VII. Magic was rarely needed in VII, but was often times required in XII.
I'll assume that by generic chars you mean their development, and not their abilities/role for which both VII and XII suffer generic chars. I'm not going to go into the char development because I don't feel like tearing into either game for their faults.
And as for being revolutionary, VII's biggest advancement was to the story-telling through "cinema." A technique that some praise highly and others frown upon. Secrets(even lots), summons, and hidden characters were not new. It was on 3 disks because of the FMV, not because the game was much longer than previous iterations or other games in the genre. I loved the materia system myself, but many systems before and after were just as great. XII was revolutionary in its gameplay, though it's acceptance has been quite controversial.
Oh well, I'm tired of this thread and others like it. People have their opinions and it's very unlikely anyone else can change them. Nor would changing anyone else's opinion actually mean much.
