What he said.  Flirting back can be a good way to test the waters, but I have firsthand experience that many girls will flirt with you even if they are not interested in you.

Its just the way men and women's brains work.  Men essentially would sleep with any woman who gives them the time of day.  Women are not immediately thinking about that.
