How do you tell if someone is flirting with you?

What if somebody is laughing 40-70% of the time they are talking to you, touching their hair, leaning forward, touching your arm when the laugh, and listening to most of what you say even if you say stupid stuff? Could that be considered being friendly? Or flirting?
