As for your settings and data, you can easily copy them to an usb drive and then restore them.
Sad but _important_ exception: some game data are locked and can't be exported and restored. Killzone 2 and Motorstorm:PR in my case.

Savegames can be copied manually, however game data can only be restored by using the backup utility, for files like Singstar Store purchase data this is actually crucial. The Backup Utility in System Settings will recover just about everything except from maybe temporary usable content.
The storage medium must be big enough for restoring everything, so if for example you have a USB mass storage device of only a few GBs, be sure to delete all non-crucial stuff (or for example move file by file manually to a computer), like easily re-downloadable content (like Playstation Home, Playstation Life, PSN game trailers), non crucial game data (some games which have large harddrive installs). Killzone 2 and Motorstorm: Pacific Rift have no harddrive pre-installs, the game progress data should be kept and are relatively tiny, check out the GameData description before deciding to delete GameData from the harddrive.
