If you're not willing to give out the higher scores then what is the point of having a scale that high. In fact given most reviewers will not give below a 3 (30%) it makes the entire review scale a mockery anyway. Most film review sites moved over to rating by stars because a 10 point scale wasn't being used fully, in the instance of that system many films do still achieve a 5 star rating each year.
If any review site were to take themselves seriously then they should review on the star scale rather than meaningless numbers. My personal dream would be the removal of any scoring metric altogether though to force people to read a actual review from time to time.
