Wasn't there just a significant amount of announcements for PSP recently?
Secondly, the amount of quality games is purely subjective.

What games would I like? Is there a "best games guide" for DS and PSP here or elsewhere?
The PSP has some WRPG's in games like Dungeon Siege, whereas the DS lacks in that department. Both systems are good in the platforming (Mario 64 and New Super Mario Bros vs Ratchet and Clank games) and racing genre (Wipeoput and Burnout for PSP vs Mario Kart DS).
I haven't played much in terms of fighting on either but Tekken:DR for PSP was pretty good. I'd give the edge to the DS for rythm games with Elite Beat Agents over Patapon. They both have their unique games in Brain Age, Prof Layton, etc for DS and Echochrome and LocoRoco for PSP.
Is it easy to get PSP games "for free"?
The DS is actually easier to pirate. All that is needed is a card slot and the actual games are much smaller. The PSP is required to have it's firmware hacked to play iso's. I believe it's harder to do with newer models.
What are the battery times and how are they charged?
The DS has better battery times, but the PSP's charge has never been a major issue with me. That being said, I'm not on the road much, so take that with a grain of salt. They are charged like a cell phone would be: just plug it in.
Personally, I'm very pleased with both consoles, but given your preferences, I'd go with the PSP.
