It all depends on the critical reception that it gets. The fact that it is multiplat helps but not really because by that time the HD consoles will hold less than 50% market share. If it revolutionizes RPG's the way FF7 did maybe.
edit - Yes, I expect FFXIII lifetime sales to exceed FFXII at the very least. For some odd reason (possibly the late release in the generation), XII did not sell as much as it had potential too
