I thought it meant in terms of the game being an amazing JRPG. A nice fat portion of people who played FF7 call it the best game ever made or the best RPG ever made at least....you don't really see this with the pokemon games. I think critical reception and a cult following (case could be made for pokemon) play in as a factor too.

If we are talking in terms of sheer sales than pokemon games sell more based on the TV show than actually being amazing games imo. They def. do stomp all over other RPG(s) sales though.

If we're talking in terms of quality and legacy there are several JRPGs that stomp all over FF7.

Pokemon is more well-known.

Pokemon influenced the entire handheld RPG market in ways that no other RPG before it did, changing the very nature of how the game was played and designed.

FF7 isn't even in the top five best games in its own series, much less JRPGs of all time.

All of these metrics are metrics by which a very good argument could be made that FF7 has already been surpassed.
