In Japan it will either do on par with FFX and XII (2.3m LTD) or slightly worse.
In the West it will do much better than latest FF games. I dont know how much the original FFVII sold (9.7m is including all the re-releases and such) but original FFX has sold 6.6m worldwide.
XIII will pass it, becoming the 2nd best selling FF(or console RPG for that matter) ever.
