When reflexes are taken into account and buttons are mapped for defense, attack, spells, etc... it´s considered action. Technically, it´s possible to have action AND turn-based, i.e. you control one character each turn and have various buttons mapped for attack, defence, spells, etc... like Eternal Sonata. The opposite of turn-based is actually real-time, not action like many people think. The opposite of action is actually command-based.

So in the end developers have the following main choices:

turn-based x command-based

turn-based x action

real-time x command-based

real-time x action

Overworld, battle screens are mere design choices that encompass the gameplay, not the core of the gameplay though.
