This list fails due to the lack of handhelds.
Look at the sales numbers in Japan, I guess it's obvious that the best Japanese developers are making games for handhelds. So the race between Japan and NA would be much closer with handhelds included. NA would probably still win, but then again, we still have the point of the western bias in metacritic scores.
