The wireless headset for 360 connects to the first controller that doesn't have a mic plugged in. I have seen these weird scenarios where the only controller still on (and the one I'm using) is #2, yet the headset picks slot 1 - but the slot picked is identified on the lights on the headset and it's trivial to change it (just press the sync button to cycle through them).
That said, I must say that the PS3's approach with letting you use standard bluetooth headsets is much better.
