In reality yes, 6 should be an average game and that's the scale at 1up and EGM, but at the other sites, when you see 6 from IGN for example that means it is crappy by their review score.
One of the reasons I prefer 1up/EGM. When I see a 6.5 on 1up I still think it's worth trying if it looks interesting.
