It's not that uncommon to see pedestrians sporting those in Japan, supposedly to reduce the effect of pollution on them..

no that means they are sick and don't want to spread their illness to others.

 

AH ok, I thought it was pollution related because when you see movies of people riding bikes in Tokyo most of them actually sport sucha  mask.
