Incompetence is a large part of it. They are given jobs in India that provide a nice wage from MSFT and a nice office space in which to work in for the day. However, most are given a comp and told to get to work with maybe a day or two of training. This is incompetence on the managerial part as tech problems are a key reason why most call.
