No, one isn't. That isn't what being underrated or overrated is about, because the quality of games as intrinsic experiences exists in a vacuum, as does each individual review.
When one says that a game is "overrated" or "underrated" it implies an erroneous difference between the perceived quality of the game and its actual quality. Yes, the implication in these titles is that there is some objective standard of quality which these games do not meet, either by being above or below the accepted level, but it is still a fact of the game itself and has nothing to do with its competition. If you think that "overrated" means "overrated compared to other games", I don't know what to tell you except "overrated does not mean what you think it means".
