He's actually a pretty awesome character in FFVIII. The big thing about FF8 was that the story revolved around the characters, not the other way around (FFVII). That and, while Cloud stays emo throughout all of FF7, Squall actually does undergo various changes over the course of the adventure.
Squall will always be a better-designed character than Cloud.
