This new FPS would have to be able to have its own culture, lend to mods, and go to the broadness that Halo 3 did. And it would need to do it on a console. And the stakes just got upped with the new map mod pack coming out.

So what you're saying is that UT3 is better than Halo 3? Check.

UT3 doesn't have a cartoon series based on it the way Halo does with Red vs Blue. It isn't just the mods, and having a number of them, it is the fact that Griffball exists and how it came about.
Also, I am speaking in term of CONSOLES here. Sure, PC gaming gets a bunch of mods and moddable games, but they don't have the same impact that Halo 3 has had.
