First off more enemies on the screen doesn't necessarily change the nature of the game, there is a limit to how many enemies can interact with the player at any one time, once you reach that point the rest are just eye candy, in addition you can have a ton of enemies on screen in a lot of games (RTS's have had that for a long time, all that's needed is a downgrade of graphics) As for AI, it has yet to show a noticible bump this gen, show me any game where the AI is that much more "intelligent".
