Capcom doesn't really have anything to do with the movies..I think they give it a green light, but afterward, I think the company that makes the movies (Screen Gem, owned by Sony Pictures) has more to do with the movies.
The resident evil movies are the 4th (Apocalypse), 5th (Extinction) and 7th (RE) highest grossing zombie movies.

Resident Evil - $40 mil (US), $102 million (WW)
Resident Evil: Apocalypse - $51 million (US), $129 million (WW)

Sorry, most of this is agreeing with you and praising the Resident Evil movies for actually being decent movies. :)

Thanks for clarifying. The RE movie I was talking about is Degeneration. I think capcom made that one but I'm not sure.

Gotcha. That one didn't have a theatrical release and most people aren't really sure what it is. It's kind of like the Dead Space movie. Most people don't even really know that its out there or what it is.
