It can be argued, actually. And here's why:

Hardware specs do not define the amount of fun or experience that can be drawn from a game. Myself I much prefer GTA: Vice City to Grand Theft Auto IV, even though it was produced on a much inferior machine. The limiting factor is instead the minds behind the game, and the processes in which they are poduced.

 

On topic:

To put the next GTA on only one console would be a disastrous move. Rockstar has already moved from Playstation timed exclusive to console timed exclusive, but all games since GTA 3 have been on multiple consoles and PC. This speaks of a company thinking more about moving the OTHER way.

The sellthrough of GTA is insane, with extremely high attatch ratios. It sells to pretty much everyone, and there are thus very few sales to be gained on one console by making it exclusive to that one. There are on the other hand very many sales to be lost by exclusivity.

Why does exclusives exist, then? Because not all companies face the same situation as Rockstar, have the same resources and connections or share target groups. There are many circumstances that affect such a buisiness decision. For Rockstar, I believe it would be a disastrous move to only put GTA on one platform in todays gaming climate.
