I was on the side of... Seth is too hard and so on, until I played it on Easiest setting, and got into it for awhile. I didn't even do any really special moves, or super attacks, ultimates or whatever you want to call them. Want difficult, consider the final boss from DOA 4? That boss was annoyingly hard I found, but I manage.

Anyhow, here are a few tips for people struggling:
1. Set the game on the easiest setting, and only ONE round. Your objective is to get through and unlock characters.
2. Do a mix of high and low attacks. Consider a jump kick, and then a foot sweep. Also, mix in some punches. Consider also mapping the controls so they work better. I have strongest and weakest punches and kicks mapped to the diamond button configuration on front, and the medium on top.
3. For me, characters that do charge moves are easier to play than those where you have to do rotation on the controls and so on. It is why I tend to go with M. Bison and Guile.
4. Be patient. Joypads aren't the best way to play.
5. Go to Gamefaqs.com to get some strategy guides. This is important if you want to be able to unlock characters.

After a few hours of play, I was able to finally unlock just about everything except the final two characters where I have to perform Ultras or whatever. Sorry, I am just not that much into it.

Keep in mind, I am an immensely mediocre player, if that, and I was abloe to do it.
