Actually, we may be approaching this from the wrong angle, especially with Superman.
Why scale back Superman and his abilities at all? He's the ultimate sandbox game hero, only limited by the reflexes of the person playing as him. What makes Superman interesting is when his powers simply aren't enough to solve his problems - so build a narrative around that, around a need to make choices where it isn't clear what's right and what isn't, where any decision you make may have horrible effects regardless of how many lives you save.
