You are incorrect for two reasons.

The first is that it is reasonable to assume that most people who want to go online DO whether they need to pay for it or not.  This is true for both consoles.  It is unreasonable to assume paying for live has led any substantial number of people to purchase a PS3 over an Xbox 360.

Second, when Sony lists the number of people on PSN, they often include the people with accounts on their online forums with or without proof of PS3 ownership.
