It could delay the release of the game. Each character has to be tested and balanced (although some games obviously aren't as balanced as others).
If you're thinking about SFIII then it's probably because they wanted to distance themselves from that release. They threw in the original cast and the fighting system is completely different.
They're going to receive complaints either way... but one way grabs them some cash.
