...I'm not sure you were fully aware of what you were seeing, then. Yes, he doesn't give long speeches and laugh a lot, but that's because the magnitude of his own psychic powers shattered his conscious mind into fragments, rendering him only able to experience certain tactile and emotional sensations. There's a reason his entire representation is one gigantic screaming face that encompasses the universe.
Albedo is long-winded (and undoubtedly crazy) and he's a good second pick (Kefka's not actually all that insane depending on how you look at him), but Giygas is an embodiment of trauma, a screaming representation of fear and confusion. He's not just insane, he is insanity.
