I think it will be in Vice City, which is OK, and of the 3 environments in the GTA3 series it was my favorite. 360/PS3.
Maybe it's just because I live here, but I think Texas would be a good choice for a location. It would be sort of like San Andreas- going between Houston, Dallas, and San Antonio.
I would also like it to go back to being less realistic. IV just wasn't as fun.
