Brawl's better because it offers so much more. If you want to, you can change it to a hit point (life bar) mode, where it plays like regular fighters. Or you can stick to the sumo style ring out mode. However, in SF4, you are stuck with the life bar.
Brawl's also better because SF still has to fucking explain why Blanka is green. Falling out of a plane and getting raised in the wilderness does not change one's skin color and hair color, give them giant tufts of thick fur on their chest and forearms while the rest of their body is baby-butt-smooth, give them claws, or give them the power to control electricity.
