Yes, but campaign modes in RTS games should be used to let the player see the both sides of the story.

You can't have a C&C RTS where you only play as GDI, no matter how evil the Brotherhood of Nod is. You should be able to witness how Nod ends up messing up the world by beating its campaign, even if it will not end up canon by the next iteration.

I believe Starcraft 2 is supposed to have a Terran only single-player campaign.  it will be epic, but just feature that side single player.  They are planning it as a trilogy, with each game in the trilogy to feature a single side.  I believe all sides are to be playable in each version.

Blizzard just announced that StarCraft II's single player campaign would be split into three separate products. The scope of the single-player experience was so huge they decided to deliver three different products. The first product will focus on the Terrans, with the Zerg next and finally the Protoss. The story will stretch across three titles.

Wings of Liberty - Terrans
Heart of the Swarm - Zerg
Legacy of the Void - Protoss

Not sure what the big deal about having a single player campaign for ALL sides is, unless you view the single-player campaign as a tutorial.
