Reading the news release, this appears to be a move to officially bring the PS3 -- as well as the PS2 and PSP -- to countries where it is currently the hardware tends to be more available on the import and gray markets.
I wonder if by doing this Sony can bring the hardware prices down to a more appropriate level (rather than the 2x-3x it seems to be).
Also, it may already be behind there. I don't know what Microsoft has but several Latin/South American countries (including Mexico, Columbia, Venezuela, and Brazil) come up on every global vote and Mii contest.
