Mods don't really seem to care if you have more than one account on vgChartz.  They ban the occassional alt but that's about it.

why ban at all then.

Basically when people start continuing the things that got their other account banned they ban the alt for the same reasons only it's a permaban instead of a temp because it's an alt.

Still, it sometimes feels like every poster and their pets have alts on vgC.  The names and avatars change but the conversations stay the same.

I'm unaware of such. I'm kind of still expecting Starcraft to get another ban and blue-lady to be perma'd, but if it doesn't happen I guess it means alts are okay, even when they are used for ban-dodging.
