Actually, the headset is not the problem. The speaker and mic are quite good, the issue is that when they went all wireless on the controllers (well except for the crappy wired ones you can buy), they had to make exceptions and one of those was voice quality. They couldn't allow the quality from the original Xbox headset to go through Xbox Live on the 360 because with the added wireless functionality to almost all controllers, there wasn't enough bandwidth in the wireless frequency to support as high of quality.
