Games on the same platform do affect sales of each other. And considering Resident Evil is a much larger and better established property it could possible take some thunder away from Killzone 2 in the long run or even the short run. It probably won't affect it's first couple of weeks but in the long run it's possible.
I would doubt that KZ2 would have much affect on such a largely established franchise as Resident Evil. It may minimize how much it sells at launch but people are still going to see the name brand and buy it in the long run.
Of course the 2 could not end up affecting each other at all and they'll go their normal sales route. I'd say that is the most likely thing to happen.
