I would say that it is remarkably rare for a game developer to "Suck" to the extent where they're not able to produce a good game, and usually their problems come from lack (or mismanagement) of resources, lack of time and a poor development process. As a general rule there is a certain probability that any developer can have the right conditions necessary to produce the "Next Big Thing" and after they do they have a much better understanding on how to manage their development, and are able to negotiate much more successfully with their publisher which makes it easier for them to produce high quality games in the future.
In other words, you want even the crappy developers to thrive in order to have more good games in the future.
