I think it's going to take a bit more than 1 gallup poll to show if people actually believe congress is improving. It's improved insanely low rating of 14.3% in September 2008, but CNN's last poll shows a -42pt spread between approval and disapproval (29-71). It was completed on 2/08, FYI.
