Congress always has a far lower approval rating than the President. People only directly elect their two Senators and their one representative. It is pretty easy to get frustrated with people who you don't elect.
I'm not saying this is good or bad, I'm just saying that is reality. Look at congressional approval rating historically and this is generally true.
