They're cheaper because they have to be. Intel has >85% marketshare and even when AMD was objectively faster Intel never had less than 70%. It's brand power they have to overcome.
And, yes, they've sorted out the issues. Now their CPUs have about the same number of bugs as Intel's do (both have hundreds of unfixed bugs, none of them serious).
