Gears 2 came with a download code that enabled you to get 4 or 5 extra horde maps. Those maps did not ship with the game, but were free to download. It is a one time code, and this I think it was just to cut down on the resale market of the game.

no they said that they might start because they r sick of used game sales.supposedly people were buying gears 2 used the first day it came out

Well when I bought it. I got a download code for maps that came in the case.
So they did not just start it, the plan had to be there for a while. Cause I got a copy on release day. They later added some achievements for those maps though.
