Bioware: (Mass Effect 2) Carries Over Your Original Mass Effect Character?

I always thought it was a given that you'd be able to import your character. What I'm wondering is, what will be the cannon ending to the first game that sets the stage for the second for anybody that plays ME2 without importing a file?
