It was confirmed by Kojima even after 2 came out that the story played out mostly during Codec because of space limitation. Now that there is enough space available to turn all of the codec conversations into cutscenes, that is what was implemented. Its funny to see people complain about upgrading technology and presenting a better final product because of it. People complained about long codec and now they complain about long cutscenes. Also, the script for MGS4 was twice the size of the one used in MGS2 but its hard to tell with the way it was implemented. You notice long drawn out Codec conversations more then you notice cutscenes I think. But then again, people complain about cutscenes in the fourth one too.

True, a lot of the story in the prior games were told via codec.  A lot of the easter eggs popped up via codec too.  Background about the characters (like Vamp being bi-sexual, or the Boss's codename being "the Joy"), Solid Snake's/Naked Snake's cardboard box fetish, and all kinds of random trivia popped up if you went to the codec at just the right time.  And playing through the first three, the stuff was optional.  In MGS4, you didn't have the option.  You watched the cutscenes and that was it.  There wasn't much left for you to discover.

 

And what the heck was up with all of the illegal drug use!?  Snake shot heroine into his neck 321 times through the course of that game!  In the end, he and Liquid were like two homeless guys fighting over the last hit of dope!!
