Chavez is just another dictator.
His early attempts at a military coup d'etat didn't work, so he went for plan b).
If he gave a shit about Venezuela he wouldn't have involved himself in a campaigning endeavour, but instead focused on the ever-dwindling value of oil which is gonna throw Venezuela into a horrible economic disaster mid-to-late 2009. That's why he wanted the referendum to take place as soon as possible.
