See what Steven says above. Internationally Russia's system isn't really considered a democracy anymore due to Russia's "massaging" of votes and actually having a more politically corrupt system then georgia. Who had a problem with it but have straightened out.
One of the definitions of a democracies internationally is to have fair elections.
After all.... Sadam Hussein and Castro both get elected too.
There are a bunch of wars that could legitamitly qualify though.
